Which though I stay not to confess ere any ask, I shall be blameless, if it be no other than the joy and gratulation which it brings to all who wish and promote their country's liberty; whereof this whole discourse proposed will be a certain testimony, if not a trophy. For this is not the liberty which we can hope, that no grievance ever should arise in the Commonwealth--that let no man in this world expect; but when complaints are freely heard, deeply considered and speedily reformed, then is the utmost bound of civil liberty attained that wise men look<

Four earlier pamphlets by the author concerning divorce had met with official disfavor and suppressive measures. The title of the work derives from "Areopagus" ("Hill of Ares"), the name of the site from which the high court of Athens administered its jurisdiction and imposed a general censorship. In a prose style that draws heavily on Greek models, Milton argues that to mandate licensing is to follow the example of the detested Papacy. He defends the free circulation of ideas as essential to moral and intellectual development.

Distributed as a pamphlet, Milton’s powerful arguments against 1643’s Licensing Order note that classical Greek and Roman society was never subjected to such censorship, and he uses many classical and biblical references to reinforce his argument.

    In 1644, poet and prose-writer John Milton wrote his polemic "Areopagitica" to address British Parliament and its 1643 licensing order that required the censorship of all printed materials. Although the complete title, "Areopagitica: A Speech for the Liberty of Unlicensed Printing to the Parliament of England", implies that the text is oratory, Milton privileged text over speech as a means of communication and wrote the “speech” to be read rather than spoken. He takes the title from the “Areopagiticus” discourse, in which the Greek rhetorician Isocrates wrote a lecture that was also designed to be read and not delivered. Isocrates’s “speech” addresses the highest Court of the Areopagus (the word literally translates as “the hill of Ares”), offering advice from a private citizen for social reform. Similarly, Milton addresses Parliament from the stance of a private citizen who critiques the actions of the British government.(Source: supersummary.com)
