The United States has been destroyed. The few surviving settlements have been divided into three Sectors. This is River's story. Her Sector is failing. The ruler is corrupt, destroying the land and the people. It is up to River and a few unlikely friends to discover a way to save their Sector. They plan to go against the ruler which has dire consequences for everyone involved, especially River, who calls him step-father.
