July 1916 I published an essay under the title of Freedom. Its aim was purely ethical; that is, to show that, for the purposes of human evolution, each of the two opposites, law, or organic control, and liberty, or life, was of equal importance: that there can be no continued growth of the race as a whole without an equal growth of each of these conflicting principles. Beyond this conclusion I was unable to go. I recognized that as a system my philosophy was incomplete. It failed to provide the single final end without which the deduction of ethical values is impossible. But, at the time, I had little hope of carrying the inquiry further, and I published the results, as far as they went, in a cheap form, to preserve them from oblivion. In my previous writings I had indicated that the universal final end of ethics must be found in religion? and there only. The air pump is placed in the base of the condenser, and a nearly full length opening is left below the tube surface in order to prevent short circuit. The degree of vacuum secured is very good, and may be explained by the careful well considered points of the design. The Atmospheric Valve. An important detail of a modern plant is the atmospherio automatic exhaust valve. This is a mushroom valve fitted with a balance lever and opening upwards. In case of failure of a condenser to act, the pressure of steam, which would rise to a dangerous degree and might burst a cast-iron condenser casing, raises the atmospheric valve and allows the steam to escape into the atmosphere. These valves, of which two illustrations are given, Fig. 45 of the valve made by Templer & Ranoe of Coventry, and Fig. 46 that made by Thomas Walker of Tewkesbury, should have an oil dashpot to restrain too rapid movement. The valve should have a should also be a glass water gauge to show the water level, and a supply pipe to keep up the water supply. It is usual to carry the atmospheric exhaust above the roof of the building. One such valve is applied to each engine sometimes, especially when of large size, or there may be one valve for a number of small engines when these exhaust to a common condenser. The atmospheric automatic valve may be replaced simply by a hand or motor-worked shut valve which provides merely an alternative route for the exhaust steam. In the valve of W. H.
