So conspicuous did the fact become that, as public opinion strengthened in New York, it peremptorily demanded the working facts about Pennsylvania. Therefore, after a careful study of all sources, and after months of research work and investigation on the spot, I wrote Justice to All, the history of the Pennsylvania State Police.
The book at once became a sort of textbook, and the late President Roosevelt presented a copy to each of the Senators and Assemblymen of the New York Legislature that, a few weeks later, passed New York's State Police Bill.
